Notice of Intended Action
Proposing rulemaking related to rescission of chapters
and providing an opportunity for public comment
The Iowa Commission on Volunteer Service hereby proposes to rescind Chapter 8, “Iowa Youth Mentoring Program Certification,” Chapter 9, “Iowa Summer Youth Corps,” Chapter 10, “Iowa Green Corps,” Chapter 11, “Iowa Reading Corps,” and Chapter 12, “RefugeeRISE AmeriCorps,” Iowa Administrative Code.
Legal Authority for Rulemaking
This rulemaking is proposed under the authority provided in Iowa Code chapter 15H.
State or Federal Law Implemented
This rulemaking implements, in whole or in part, Executive Order 10.
Purpose and Summary
This proposed rulemaking is the result of the Red Tape Review process outlined in Executive Order 10. As a result of the review, the Commission determined that the content of Chapter 8, for which there was no explicit rulemaking authority, was better suited for policy due to its procedural nature. In addition, the content of Chapters 9 through 12 was combined with 817—Chapter 14 to create a unified chapter on all national service corps projects. That proposed rulemaking is being submitted simultaneously (ARC 0354D, IAB 6/10/26).

Waivers
Any person who believes that the application of the discretionary provisions of this rulemaking would result in hardship or injustice to that person may petition the Department of Health and Human Services for a waiver of the discretionary provisions, if any, pursuant to 441—Chapter 2504.

The Committee’s meetings are open to the public, and interested persons may be heard as provided in Iowa Code section 17A.8(6).
