Notice of Intended Action

Proposing rulemaking related to Iowa law enforcement emergency care provider
and providing an opportunity for public comment

    The Iowa Law Enforcement Academy Council hereby proposes to rescind Chapter 14, “Iowa Law Enforcement Emergency Care Provider,” Iowa Administrative Code.

Legal Authority for Rulemaking

    This rulemaking is proposed under the authority provided in Iowa Code chapters 17A and 80B.

State or Federal Law Implemented

    This rulemaking implements, in whole or in part, Iowa Code chapter 80B.

Purpose and Summary

    This proposed rulemaking rescinds Chapter 14 because the Council decided to transition from the Iowa Law Enforcement Emergency Care Provider (ILEECP) program to a standardized national curriculum, tactical medicine, utilized by law enforcement agencies nationwide and currently used in many parts of the State for ongoing professional development. The ILEECP program caused confusion for the law enforcement community, and constituents signaled a desire to move to a first aid training better aligned to law enforcement duties and responsibilities.

    This rulemaking has no fiscal impact to the State of Iowa.

Waivers

    Any person who believes that the application of the discretionary provisions of this rulemaking would result in hardship or injustice to that person may petition the Council for a waiver of the discretionary provisions, if any, pursuant to 7—Chapter 2504.

    Any interested person may submit written comments concerning this proposed rulemaking, which must be received by the Council no later than 4:30 p.m. on September 30, 2026. Comments should be directed to:

    The Administrative Rules Review Committee, a bipartisan legislative committee which oversees rulemaking by executive branch agencies, may, on its own motion or on written request by any individual or group, review this rulemaking at its regular monthly meeting or at a special meeting. The Committee’s meetings are open to the public, and interested persons may be heard as provided in Iowa Code section 17A.8(6).
