Notice of Intended Action
Proposing rulemaking related to customer and administrative services division
and providing an opportunity for public comment
The Director of the Workforce Development Department hereby proposes to rescind Chapter 2, “Customer and Administrative Services Division,” Iowa Administrative Code.
Legal Authority for Rulemaking
This rulemaking is proposed under the authority provided in Iowa Code chapter 17A and chapter 84A as amended by 2023 Iowa Acts, Senate File 514.
State or Federal Law Implemented
This rulemaking implements, in whole or in part, Iowa Code chapter 17A and chapter 84A as amended by 2023 Iowa Acts, Senate File 514.
Purpose and Summary
Chapter 2 originally provided the mission and organizational structure for the Customer Services Bureau; the Financial Management Bureau; the Business Management Bureau; the Special Projects, Premises, and Forms Management Bureau; the Budget and Reporting Bureau; the Employee Services Bureau; and Planning and Information Services. Because this organizational structure has significantly changed and needs to be updated, Chapter 2 is proposed to be rescinded.
In addition, as part of the Department’s review of rules under Executive Order 10, the Department identified several instances where the current chapter duplicates statutory language and uses restrictive terms. Rescinding this chapter removes the duplicative and restrictive language.

Waivers
Any person who believes that the application of the discretionary provisions of this rulemaking would result in hardship or injustice to that person may petition the Department for a waiver of the discretionary provisions, if any.

Any interested person may submit written comments concerning this proposed rulemaking. Written comments in response to this rulemaking must be received by the Department no later than 4:30 p.m.

The Committee’s meetings are open to the public, and interested persons may be heard as provided in Iowa Code section 17A.8(6).
