Proposing rulemaking related to Iowa teacher shortage loan forgiveness program
and providing an opportunity for public comment
The College Student Aid Commission hereby proposes to rescind Chapter 35, “Iowa Teacher Shortage Loan Forgiveness Program,” Iowa Administrative Code.
Legal Authority for Rulemaking
This rulemaking is proposed under the authority provided in Iowa Code section 256.178.
State or Federal Law Implemented
This rulemaking implements, in whole or in part, Iowa Code section 256.220.
Purpose and Summary
The proposed rulemaking rescinds Chapter 35 for the Iowa Teacher Shortage Loan Forgiveness Program. 2017 Iowa Acts, House File 642, section 2, prohibits the making of new awards under the Iowa Teacher Shortage Loan Forgiveness Program but allows renewal applicants to continue to be considered for awards until the applicant’s eligibility is exhausted. The last renewal applicants received awards in FY 2020, and the program has not received an appropriation since FY 2019. The legislative directive has been administratively achieved, the program has been phased out, and there is no further benefit of the chapter. The existing chapter is proposed to be rescinded under Executive Order 10 (January 10, 2023) to ensure that outdated and obsolete provisions are eliminated.
The Administrative Rules Coordinator provided preclearance for the publication of this Notice of Intended Action on September 6, 2024.
