The College Student Aid Commission hereby rescinds Chapter 32, “Chiropractic Graduate Student Forgivable Loan Program,” Iowa Administrative Code.

This rulemaking is adopted under the authority provided in Iowa Code section 256.178.
State or Federal Law Implemented
This rulemaking implements, in whole or in part, Iowa Code section 256.203.
Purpose and Summary
This rulemaking rescinds Chapter 32 for the Chiropractic Graduate Student Forgivable Loan Program. The program last received an appropriation in FY 2002 and is not operational, with the exception of several accounts that are in default or in collections. The provisions in the chapter related to the servicing of the loan are duplicated in the promissory notes that each of these borrowers signed (the borrowers remain obligated to the debt under the promissory note), rendering the chapter obsolete. The existing chapter is rescinded under Executive Order 10 to ensure that outdated and obsolete provisions are eliminated.

Waivers
Any person who believes that the application of the discretionary provisions of this rulemaking would result in hardship or injustice to that person may petition the Commission for a waiver of the discretionary provisions, if any, pursuant to 283—Chapter 7.

The Administrative Rules Review Committee, a bipartisan legislative committee which oversees rulemaking by executive branch agencies, may, on its own motion or on written request by any individual or group, review this rulemaking at its regular monthly meeting or at a special meeting. Effective Date
This rulemaking will become effective on March 26, 2025.
