The College Student Aid Commission hereby rescinds Chapter 36, “Governor Terry E. Branstad Iowa State Fair Scholarship Program,” Iowa Administrative Code.

This rulemaking implements, in whole or in part, Iowa Code section 256.202.
Purpose and Summary
This rulemaking rescinds Chapter 36 for the Governor Terry E. Branstad Iowa State Fair Scholarship Program. The remaining funding under the program was depleted during the 2023-2024 academic year, and the scholarship will not be available thereafter. The existing chapter is rescinded under Executive Order 10 to ensure that outdated and obsolete provisions are eliminated.

Waivers
Any person who believes that the application of the discretionary provisions of this rulemaking would result in hardship or injustice to that person may petition the Commission for a waiver of the discretionary provisions, if any, pursuant to 283—Chapter 7.

The Administrative Rules Review Committee, a bipartisan legislative committee which oversees rulemaking by executive branch agencies, may, on its own motion or on written request by any individual or group, review this rulemaking at its regular monthly meeting or at a special meeting. Effective Date
This rulemaking will become effective on March 26, 2025.
